DISA enhances spectrum operations with new release

April 28, 2025

The Defense Information Systems Agency and U.S. Strategic Command recently launched a new software tool called Electromagnetic Battle Management – Joint Decision Support (EMBM-J DS) to improve the management of the electromagnetic spectrum for warfighting communications and operations.

EMBM-J DS provides commanders across all military branches with a sophisticated planning capability and comes amid growing concerns about contested environments where adversaries might attempt to disrupt or jam American forces. The system rolled out on April 21st and allows for more effective coordination of spectrum use, ensuring that friendly communications and other systems don’t interfere with each other while also reducing vulnerability to enemy jamming.

This initial software version assists commanders to…

Analyze missions: Understand how the electromagnetic spectrum will be used and what challenges might exist.

Develop and evaluate plans: Create different options for using the spectrum and compare their effectiveness.

War game: Test plans in a virtual environment to see how they might play out in real-world scenarios.

Make better decisions: Provide commanders with the information they need to make informed choices about how to use the electromagnetic spectrum.

EMBM-J DS represents a significant step forward for Joint Electromagnetic Spectrum Operation Cells, enabling strategic and operational electromagnetic spectrum planning at both the Combatant Command plans and future operations planning levels,” said U.S. Air Force Maj. Gen. AnnMarie Anthony, the USSTRATCOM Joint Electromagnetic Spectrum Operations Center Director.

We’re committed to expanding the EMBM-J capability to meet evolving warfighter needs and address the complex challenges of Joint Electromagnetic Spectrum Operations,” said Jason Martin, the DISA component acquisition executive. “This is a crucial step in ensuring the U.S. military can effectively communicate and operate in any environment.”
